National Security Personnel System

Thanks to the 110th Congress, NSPS has been emasculated. No longer will we (Defense civilians) be faced with becoming second-class Federal employees. No longer will we be subject to conversion without collective bargaining. No longer does the agency have lord and master authority over us (as was contained in the initial authorization). IFPTE, together with the other members of United Defense Workers Coalition carried our message to Congress and Congress listened. Congress clipped the administration’s wings on the subject of NSPS. DoD’s Attack on Federal Workers (NSPS)

1. DOD implementing issuances have the ability to override “ANY” subject matter previously negotiated and agreed to by management and the Union.
2. The Secretary of Defense will unilaterally choose the Labor Relations Board.
3. The proposed RIF process will give organizations the ability to circumvent Veteran’s Preference protections.
4. The DOD has not been forthright in the true cost of implementing NSPS. 5. Local management and organizations can do away with the congressionally approved yearly pay raise, through their pay banding rules.
